Text says "Orthodoxy or death!" (Russian: Правосла́вие или смерть!, (https://www.reddit.com/r/vexillology/comments/1mdpm6a ) Russia banned it because it was used by Russian ethnic ultranationalists in the country. This inflames tensions with the plethora of non-Russian minorities of Russia, who themselves are quite capable of responding to ultranationalists with equal fervor (see Dagestan). Nowadays it’s mostly used by orthodox converts in the Americas who like it because it looks cool. Some zealots in Europe still sport it: I saw a guy wearing a shirt with this flag in Macedonia
